[VOTE][RESULTS] subversion cvs2svn proposal

The results are in.

In total there were 8 +1 votes for "v2 becomes trunk, v1 and v1-jdk13
become branches" and 0 -1 votes.

Of the 8, 2 are committers (2 +1 votes, 0 -1 votes)

Of the 8, 6 are PMC members (6 +1 votes, 0 -1 votes)

David Waite has also volunteered to help with the migration -- thanks
David!!  The next step according to
http://www.apache.org/dev/cvs2svn.html is for the PMC to decide to move
to svn -- perhaps this is redundant since 6 of the 8 PMC members voted
in this vote?  After that, a PMC member should mail the request to
infrastructure.  David, can you start that process?
