apachectl stop doesn't stop httpd processes

Summary: apachectl stop doesn't stop httpd processes
           Product: Apache httpd-2.0
           Version: 2.0.39
          Platform: Other
        OS/Version: Linux
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: All
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: robertlaferla@attbi.com

"apachectl stop" won't stop httpd processes. I find that I have to issue the
command several times and then issue a "apachectl startssl" followed
by "apachectl stop" to stop apache.
