Nexus repository setup

I've opened a infra request to setup our project to use the new Apache
Nexus repository for our snapshot and release artifacts.

https://issues.apache.org/jira/browse/INFRA-2585

Once it is setup, I'll finish the work on BVAL-5 and verify that we can
publish snapshot artifacts.
