would like to work up a really good test for this plugin, too.

This plugin may involve exposing the part of the plugin manager that builds a complete, functioning plugin container, to ensure that plugins are downloaded the same way they would be if they were being executed. OTOH, maybe we can factor that into a common component that the two can share...
