[I] TestMultiIndexMergeScheduler tests run forever? [lucene]

### Description
Running tests locally, my test runner gets stuck on `TestMultiIndexMergeScheduler` for many minutes until I kill it.
I am not sure if this is a test set up issue, or a really bad concurrency issue added for the merge scheduler.

Having played around with the merge scheduler in the past, I know how trappy and difficult it can be, where even small changes can completely break things.
I marked this as a blocker until it can be determined that the default concurrent merge scheduler is unchanged.

I am not labeling as a blocker, I found the small change in CMS, reverted it. The new merge scheduler `MultiIndexMergeScheduler` is experimental and not the default.
