Where is the roles attribute in struts-config_1_1.dtd?

Anyone know why the DTD doesn't specify a roles attribute for the action mapping, but the processRoles() method in the RequestProcessor is checking the ActionMapping for every request to see if the roleNames field contains roles loaded from the struts-config? Is this a feature that's just not done yet?
