svn_io_read_lenth declared in svn_io.h but implemented in hash.c


svn_io_read_lenth is declared in svn_io.h but implemented in hash.c. Should
I move it to io.c? (This is all within libsvn_subr.) The only user BTW is
hash.c.

Review is never a bad thing, of course, but IMHO you don't necessarily
need to ask about a change like this.  (Not that there's anything
wrong with asking either...)
