Hi Ted,
When I try to build the latest version of the Dispatch router (i.e. master from the Git repo) on a fresh CentOS 7 host, it seems that it doesn't install the Python site-packages. As a result, qdrouterd doesn't start because it cannot import the qpid_dispatch_site which was not installed:

It looks like after the change you made in this JIRA, the setup.py is not called anymore and doesn't install the files. When I revert this change, it starts working again.
