DISPATCH-1846: Improve tcp adaptor basic connectivity test

Use every tcp listener to connect to every echo server in the router
network.

This test hangs at test_01_tcp_INTA_INTC. This sounds like issue
https://issues.apache.org/jira/browse/DISPATCH-1829
