   Part of #19421.
   
   Changes proposed in this pull request:
   - Extract PipelineTableMetaDataLoader as interface and move to api module
   - Move dumper creator SPI to api module from core module
   - Move out dumper interface from spi package. They're not SPI any more
   - Revise dumper creator code style and unit test
