HowTo "kick off" all users except me for repo maintenance?

I'll looking for a way to "kick off" all users except me for repo 
maintenance (I run a repo server only via svnserve, I go disable logins via 
/etc/ssh/sshd_config, I go logoff other users, then I do the 
maintenance--all while keeping my web and other services running).

I'm asking the question here, but I'm not getting much traction (as of the 
time of this writing):

Any suggestions?  Any other procedural recommendations, or something else 
that I'm missing?
