   The latest release of pynacl 1.3.0 (a transitive dependency of Airflow) needs make to install. 
   
   While building this locally I ran into [this issue](https://github.com/docker/hub-feedback/issues/727)  unpacking the HADOOP tar, which the `--absolute-names` fixed for me locally.
