Subversion 1.9.9 up for testing/signing

The 1.9.9 release artifacts are now available for testing/signing.

Please get the tarballs from
  https://dist.apache.org/repos/dist/dev/subversion
and add your signatures there.

Note that this is code-wise identical to 1.9.8; only the CHANGES file and COMMITTERS file are updated and version numbers changed.

  - check-swig-rb
  - check-swig-pl

New issues:

  - In the svnserve+bdb test run, the merge_automatic_tests.py:merge_once_3
    test case failed with the following error:

      W: ERROR:  dump failed: svnadmin: E160029: Berkeley DB error for filesystem 'svn-test-work/local_tmp/repos/db' while beginning Berkeley DB transaction:
      W: ERROR:  dump failed: BDB0087 DB_RUNRECOVERY: Fatal error, run database recovery
      W: ERROR:  dump failed: svnadmin: E160029: bdb: BDB0060 PANIC: fatal region error detected; run recovery

    but when I reran the tests, they all succeeded. This might indicate
    that there's a race in our tests in parallel mode, in the test setup
    phase for BDB. In any case it's not a release blocker.

Known issues:


  - 'make check-swig-py' requires 'make install install-swig-py'.
    Probably a side effect of macOS "security" features related to the
    use of the DYLD_LIBRARY_PATH environment variable.

  - 'make check-swig-rb' requires 'make install install-swig-rb'.
    Probably a side effect of macOS "security" features related to the
    use of the DYLD_LIBRARY_PATH environment variable.

I did (at least I think so), though only for the .zip.asc files.

dist repo? For both 1.9.9 and 1.10.2.
