[IP CLEARANCE] commons-flatfile

The Commons PMC have voted [1] to accept a
contribution [2] of a Java library for the handling of
flat data structures.

The required paperwork has been recorded by the ASF
Secretary, and the IP form completed in the incubator
website [3].

Please inform me of any issues you see.
