   Just hitting up a lot of people until someone cares enough to take a look :-)
   
   The Java PostCommit is central to a number of current issues and it will really be nice to split it.
   
   I was thinking this was a quick fix and I would follow it by splitting the Dataflow ITs further if it seemed necessary. The Dataflow ITs with GCP IOs are by far the biggest sink in the "Java PostCommit". The other tests are under 20 minutes. And the two Dataflow jobs should be 1 hour each instead of 3.
