Currently {{savedLocalDirs}} at AllocatorPerContext is initialized as ""(empty string). I think it seems reasonable to initialize {{dirDF}} and {{localDirs}} as zero length array to match the initial value of {{savedLocalDirs}} and fix the NPE. [~xgong], What do you think?
