[PR] Avoid parsing fully matched historical table TsFiles (#18123) [iotdb]

   ## Description
   
   Backport #18123 to `dev/1.3`.
   
   This branch does not have `PipeHistoricalDataRegionTsFileAndDeletionSource`, so the change is adapted to the existing `PipeHistoricalDataRegionTsFileSource`: historical TsFile events now skip pattern parsing when all devices in the TsFile are fully covered by the pipe pattern.
   
   ## Tests
   
   - `mvn -pl iotdb-core/datanode spotless:apply`
   - `mvn -pl iotdb-core/datanode -Dtest=PipeHistoricalDataRegionTsFileSourceTest test`
