[VOTE] Accumulo2 Maven Plugin 1.0.0-rc1

Accumulo Developers,

Please consider the following candidate for Accumulo2 Maven Plugin 1.0.0.

If this vote passes, a gpg-signed tag will be created using:
    git tag -f -m 'Accumulo2 Maven Plugin 1.0.0' -s

performed a successful 'mvn verify' build.

Release tasks complete:

* Create and push signed tag
* Merge in -next branch to master and clean up RC branches
* Publish artifacts to svn/dist for mirrors
* Update release metadata at reporter.apache.org
* Update website with:
  * Generated plugin docs from mvn site:site
  * Updated RDF

Stuff I'll do tomorrow:

* Write a release post for the website (should be short... the plugin
docs are already at /accumulo2-maven-plugin)
* Create a new section on the downloads page for the plugin releases
* Do we need to create an ANNOUNCE email? Maybe just for the user@
list? or announce@apache.org also?
* Figure out where the new DOAP file needs to be referenced for the
plugin to show up on projects.apache.org

I verified the build, the checksums, sigs, and NOTICE/LICENSE files,
the expected source and javadoc jars, and that contents of source
tarball match the git commit.

Also, I built Fluo using it and ran Fluo's ITs on Java 8 and Java 11
(had to tweak Fluo to support Java 11 builds, but it wasn't a big
change).
