We need the ability to support different container types within the same executor. Container runtimes are lower-level implementations for supporting specific container engines (e.g docker). These are meant to be independent of executors themselves - a given executor (e.g LinuxContainerExecutor) could potentially switch between different container runtimes depending on what a client/application is requesting. An executor continues to provide higher level functionality that could be specific to an operating system - for example, LinuxContainerExecutor continues to handle cgroups, users, diagnostic events etc.
