[RESULT][VOTE] Apache Karaf runtime 4.3.1 release

Hi everyone,

This vote passed with the following result:

+1 (binding): François Papon, JB Onofré, Jamie Goodyear, Freeman Fang, Grzegorz Grzybek
+1 (non binding): Romain Manni-Bucau, Serge Huber, Matt Pavlovich

I’m promoting the artifacts on Maven Central and dist, update Jira, and I will do the announcement.
