code ported to 2.0 and now static linking with httpd works

I've moved the port into httpd-2.0/modules/apreq and build it as a 
module. Now it seems to work. Though it's not clear whether this code 
will be folded into the core httpd. As of this moment the issue is on hold.

Attached here apreq.patch against httpd-2.0 cvs and 
httpd-test-apreq.patch against httpd-test cvs (basic tests). Sending 
them here, so the code won't get lost.

If you need the functionality now you can use the attached patch.
