Fix For: 1.7.0
This is to confirm when the final 1.7.0 release build is made for public, the
repo urls in the repometa.xml stack definitions for the stacks should not
include s3 base urls, but should be public-repo base urls.
* This is for 1.3, 2.0, 2.1 and 2.2 stacks.
* The latest urls should be pointing to the public json files
* The base urls should be pointing to the public repos
Overall: no s3 urls (base or latest) in the repometa.xml in the four stacks we
support to avoid people accidentally attempting to install with an s3 repo
