PMD rules should be configured in the following way:

1. Enable all rules. Get PMD report. Exclude redundant or annoying rules (of course each case should be discussed)
2. Repeat

As result we'll get adequate rule set for PMD checker.

!!! Do not merge this change to {{main}} until work on it is not finished.
