CLOUDSTACK-6272: Fix recover/restore VM actions

-Label recoverVirtualMachine as 'Recover VM'
-Label restoreVirtualMachine as 'Reinstall VM'
-Change confirmation text for restoreVirtualMachine to be more explicit
-Change restoreVirtualMachine icon to 'recycle' symbol, to avoid
 confusion with the reboot VM icon
