It's unclear to me whether this work has largely been done, or if this
BZ issue has information which would help complete a Russian localizatio
n.

Maybe someone who speaks Russian (e.g. Konstantin) could take a look?

A patch has been provided (v1.2) but I don't think it is in a state
where it can be committed.

I still think a JSTL based solution will be the way to go for this. This
sort of thing:

The good news is that the provided patch provides most of the raw data
we need.
