Entity Resolver on xml-commons

This mail list has expressed interest in having Norman Walsh's Entity
Resolver accepted as a donation and hosted as a codebase under
xml-commons, following the same principles of jakarta-commons.

So, PMC people, give Norman Walsh commit status and all futher things
required in order to finish this deal.
