[ANNOUNCE] New Hadoop Committer - Simbarashe Dzinamarira

I am pleased to announce that Simbarashe Dzinamarira has been elected as a
committer on the Apache Hadoop project.
We appreciate all of Simbarashe's work, and look forward to his continued
contributions.
