[I] mvn does not honor -q nore --quiet [maven]

### Bug description
We just start trying to move from maven 3.9.16 to maven 4.
Our workflow relies on the -q option when generating values for further processing. This worked perfectly with maven-3.9.16, however, stopped working with maven-4.0.0-rc6
With
```
<properties>
<appNameShort>gMProvisioning</appNameShort>
...
</properties>
```
in the project POM, the command
`/c/Java/apache-maven-4.0.0-rc-6/bin/mvn --quiet help:evaluate -Dexpression=appNameShort -DforceStdout`
unexpectedly yields
`[INFO] [stdout] gMProvisioning`
We get the surplus string `[INFO] [stdout] `.
Any help or hint will be greatly appreciated!

Maven 4 already has a `--raw-streams` flag (added in [MNG-8600](https://issues.apache.org/jira/browse/MNG-8600)) that bypasses the `LoggingOutputStream` wrapper and sends `System.out`/`System.err` directly to the terminal — no `[INFO] [stdout]` decoration. This is the equivalent of mvnd's raw output mode.
**Immediate workaround:**
```
mvn --raw-streams -q help:evaluate -Dexpression=appNameShort -DforceStdout
```
**The fix in #12810:** `-q`/`--quiet` now implies `--raw-streams` automatically. The `LoggingOutputStream` wrapper (which adds the `[INFO] [stdout]` prefix) is bypassed in quiet mode, restoring the Maven 3 behavior where `$(mvn -q help:evaluate ...)` produces clean, script-friendly output.
Note: #12733 attempted a different approach (changing the stdout logger level to ERROR), but that would suppress the output *entirely* rather than removing just the prefix, since the value is emitted via `stdout.info(...)`.
