[m2] Transitive Dependencies in global repository

Hi,
I've seen that there are no dependencies declared inside the globally 
deployed dependencies (for instance, struts).
As we are using maven-proxy, I would like to deploy struts (and other 
stuff) with declared dependencies there.
What would be the easiest way to do it?
