Stringr not available for R nightly builds

since this is a docker build, the problem is that there are suggested packages that are not available (those were not installed in the docker image)

in the previous step (docker build) we see
1. the CI downloads stringr from RSPM https://dev.azure.com/ursacomputing/crossbow/_build/results?buildId=5099&view=logs&j=0da5d1d9-276d-5173-c4c4-9d4d4ed14fdb&t=5b4cc83a-7bb0-5664-5bb1-588f7e4dc05b&l=536
2. then stringi (a dependency) can't be installed https://dev.azure.com/ursacomputing/crossbow/_build/results?buildId=5099&view=logs&j=0da5d1d9-276d-5173-c4c4-9d4d4ed14fdb&t=5b4cc83a-7bb0-5664-5bb1-588f7e4dc05b&l=1227
stringi is installed from _source_ https://dev.azure.com/ursacomputing/crossbow/_build/results?buildId=5099&view=logs&j=0da5d1d9-276d-5173-c4c4-9d4d4ed14fdb&t=5b4cc83a-7bb0-5664-5bb1-588f7e4dc05b&l=865
but the minimal requirements to compile are not met (i.e icu4c >= v55) https://dev.azure.com/ursacomputing/crossbow/_build/results?buildId=5099&view=logs&j=0da5d1d9-276d-5173-c4c4-9d4d4ed14fdb&t=5b4cc83a-7bb0-5664-5bb1-588f7e4dc05b&l=910
