today's the day for rolling 1.3.15

We're still set on tagging/rolling 1.3.15 today. I'll wait until
around 4pm or so (Eastern time) to allow for a quiet period before
we do so. Before we tag/roll, could we have a coupla votes on
whether it builds OK on various systems, esp Win32? I won't
hold off if I hear nothing back, I'll assume all is well.
