   Addressed in 9ea986e3517afba3445466d5197ecf8acac4df1e. `_validate_requested_api_key_scopes` now calls `_has_view_access(user, ...)`, so authorization is evaluated against the passed-in user rather than `g.user`. I also updated the unit tests to assert that the requested user is forwarded to the RBAC check.
