Which Issue claims to have attachments but not there?
Can you give me an example of the query you use.
Viewing the 'Contribution Report' for example (https://issues.apache.org/jira/secure/ConfigureReport.jspa?versionId=-1&selectedProjectId=12310250&reportKey=com.sourcelabs.jira.plugin.report.contributions%3Acontributionreport&Next=Next)
shows issues with attachments, selecting a random few and I can see all of them.
Perhaps the query you use is not right for the project, I don't know. Maybe you are used to a different
project where (for instance Cocoon) there is a Patch Available tickbox, this is not available in default issue screens (and so the same is true of CFX).
So, I need to see more, whats happening, what do you expect and why. If, ultimately we need to change something then we can look at doing that. I am wondering now if the original question of this issue on now not valid 'Attachments invisible in WSCOMMONS to members of the group' - can you clarify that you and other members can view issues ok, at least then we can concentrate on the new needs.

I seem to have been mislead by one particular issue which claims to have attachments but there are none there.
However, what still can't see is any indication of attachments in query results. While the patch-available column is in the list, nothing shows.
Do we need to make some other config change to this project?

WSCOMMONS isn't using that custom field.
I do hit an oddity in that once I configure my search page for wscommons, I can't configure it for a different project without getting the wscommons data. Odd.
I've found the contributions report to be the easiest way to handle looking for issues with attachments. Others have added the custom field and users/developers manually mark whether a patch is available.

Well that is weird, any user, even those not logged in can view attachments on any issue (such as https://issues.apache.org/jira/browse/WSCOMMONS-389 for example).
