The parallelStream() in RefreshMetaProcedure#scanTablesInNamespace() runs FS work on the common ForkJoinPool, which can put pressure on other worker threads that use same pool. Make it use sequential stream instead. 

Later we can make use of ExecutorService if performance improvements are needed.
