XSLTC code checked in

I've checked in the XSLTC contribution from Sun Microsystems.  The code is
in xml-xalan\java\src\org\apache\xalan\xsltc, a number of dependent
binaries are under xml-xalan\java\bin, and their readme (text) files are in
xml-xalan\java\xdocs\sources\xsltc.

For the moment, I've put the xsltc directory as an excluded directory in
build.xml.  We need to do some work to get their build working under ant
(for the moment, they include GNU makefiles in the xml-xalan\java\src
directory).

The immediate next steps are:
1) Get an ANT build target in build.xml.
2) Some level of immediate document incorporation.
3) Browse the sources and let the brainstorming begin!
