[VOTE] Release Commons SCXML 0.6

Having made a couple of (IMO, minor) changes, I've cut RC2. Towards that as 0.6:

Did some downstream testing:
 * RDC taglib trunk builds, examples app works
 * Shale trunk builds, test app works, serialiization (for session
persistence) seems fine

Sorry, I was testing various dep versions after cutting the RC, and
looks like I mistimed the RC site deploy. On the brighter side, all
the distributable artifacts are correct, and the site will be correct
when it goes live on /www/jao.

RELEASE-NOTES.txt talks of JEXL 1.1 and JCL 1.1 though, dependency report
reveils usage of JEXL 1.0 and JCL 1.0.4.

Builds with Ant fine from source on JDK 5/Linux.
