This tag must be completly rewritten
- It uses pom:validate to  validate the navigation.xml which is no more generic (this tag must be used only to validate poms)
- the navigation.xml must be validated according to the current navigation.xsd 
- it doesn't validate the xdoc files (A schema must be created from the XHTML one)
