Sigh.   I went back and tested this, and for whatever reason, you can't pass in a {{-DconfigSetBaseDir}}, and not sure why I ever thought you could!  

I believe here is the relevant line:

It does appear that you can change this by changing your solr.xml, however that isn't I think a route I want to go.  I may try to play more wiht the {{solr.home}} setting....
