Duo Zhang reopened HBASE-25449:

This breaks a lot of UTs.

Seems the MiniHDFSCluster can not load correct configs and then when running different UTs conurrectly, there will be conflicts on the shared resources.

Will revert it from all active branchs, please re-apply after fixing the problem.
