[PR] [SPARK-51350][SQL][FOLLOW-UP] Allow query for all namespaces [spark]

### What changes were proposed in this pull request?
Make some changes to SHOW PROCEDURES to allow showing procedures across all namespaces. Previously, not specifying a namespace would default to the current namespace. Make a separate API in ProcedureCatalog for this.
### Why are the changes needed?
Better UX, to allow user to list all procedures of a ProcedureCatalog.
This is more in line with SHOW NAMESPACES and SupportsNamespaces catalog API.
### Does this PR introduce _any_ user-facing change?
No, the command is not released yet.
### How was this patch tested?
ProcedureSuite

I will hold this for now, SHOW TABLES and SHOW FUNCTIONS on the other hand does not support such a thing, and discuss if there is a strong reason for this.
