The aws-sdk-cpp build downloads the crt dependency zip files from codeload.github.com. These downloads are sporadically failing. e.g.

curl: (28) Failed to connect to codeload.github.com port 443 after 133629 ms: Could not connect to server{noformat}
To make this reliable, we should mirror these artifacts to our s3 bucket and download them from there. This will require patching the prefetch_crt_dependency.sh script to allow specifying an alternate URI.
