I reproduced the described behavior on Windows 7 64bit in OOo 3.2.0, AOO 3.4.0,
AOO 4.0.0 and AOO 4.0.1

Save with password is indeed disabled (tested with Linux 64 bit RPM, AOO401m5).
However, this also happens with 3.4.1 (and possibly previous versions).
