Spark has special methods in DataTimeUtils for converting microseconds from/to milliseconds - `fromMillis` and `toMillis()`. The methods handle arithmetic overflow and round negative values. The ticket aims to review all places in Spark SQL where microseconds are converted from/to milliseconds, and replace them by util methods from DateTimeUtils.
