[DISCUSS] Release plan for 0.2.0

Hi Folks,

As per email updates, we are planning to prepare for Submarine 0.2.0
release.

Branch cut: 15th May 2019
Release : 25th May 2019

*Major features:*
1. TonY runtime integration
2. pyTorch integration
3. Other stability fixes.

Myself and Wangda will help to do this release and we welcome support from
community on same.
