Apply for PECL team account

Hi Christoph,

Jmjoy and I are SkyWalking PHP Agent developers, now we’re going to release a new version to PECL, we’ve a problem, we need to apply for a team account to make sure this package can be released.

Hi, I think Infra team doesn't manage all possible accounts for third party distribution platforms,
why don't you just create one like what we did for Pypi.org, npmjs.com, etc.?

P.S. remember to share the account login credential to the private@ mailing list.
