I dont know Z/OS and havent any access to such a system, so sorry for not being
able to help that much.
How do you start Ant (which launcher file are you using)?
Then I could have a look if there were changes since the 1.9.7 release.

For the meanwhile you could try using the 1.9.7-files (backup the /bin folder
and copy the ant-1.9.6/bin folder to ant-1.9.9/ ).
