In a secure cluster  with HBase configured for the storage backend, titan needs permissions set to create / access the hbase table 'titan'.

With Ranger: Policy has to be configured for 'titan'.

Without Ranger: ACL has to be configured for the user, in this case atlas. 

Without the permissions set, an "Insufficient user permission" exception is generated. 

Document this and the procedure to set the permissions in the Atlas docs.
