[DISCUSS] Retiring old repos

Hi everyone,

We have a few old repos that aren't in use and haven't been touched for ...
well, basically since they were moved under Apache:

https://github.com/apache/incubator-datasketches
https://github.com/apache/datasketches-website-old

I think we can remove them. It's not clear that we need any formal vote or
anything, but in case someone thinks we need to preserve old, half-broken
website attempts, speak up now.

This is the usual name for a podling’s main repository. We should change it to be read only after changing the README to list the current repositories.

Note that at graduation all repositories will be name changed to apache/datasketches* from apache/incubator-datasketches*

I’m not sure how a non-incubator repository was allowed. This one can be deleted as far I’m concerned.
