mod_jserv

I am trying to install Tomcat on a computer running Mac OS X server
and Apacher 1.3.9. Tomcat runs fine standalone. I can make a
mod_jserv.so module, but when I try to start Apache including it I get:
Apache: module "mod_jserv.c" is not compatible with
this version of Apache.

Any insight as to reason(s) for this error would be appreciated.
