**Describe the bug**
1. If filter condition is ` k1 > 6 and k1 < 8` in where clause, scan node will create a PartitionColumnFilter with ` 6 <= k1 < 8`.
2. If filter condition is ` k1 < 8 and k1 > 6` in where clause, scan node will create a PartitionColumnFilter with ` 6 < k1 < 8`.
PartitionColumnFilter is used by partition pruner.
